The Telangana High Court has fined former MLA Chennamaneni Ramesh ₹30 lakh for hiding details about his German citizenship. Justice B. Vijaysen Reddy dismissed Ramesh’s petition challenging a 2019 Central government order that had canceled his Indian citizenship.

Of the ₹30 lakh fine, ₹25 lakh must be paid to Adi Srinivas, the current MLA of Vemulawada from the Congress party, and ₹5 lakh must be paid to the Telangana State Legal Services Authority. Ramesh had served as the MLA from Vemulawada in the Karimnagar district four times in a row.

Chennamaneni Ramesh Biography

Chennamaneni Ramesh, born on February 3, 1956, is an Indian politician. He served as an MLA from the Vemulawada constituency in Telangana four times, three of which were on a Telangana Rashtra Samithi (TRS) ticket. In 2023, he was not given a party ticket to contest elections because of a citizenship case pending in the High Court. Instead, on August 25, 2023, Chief Minister K. Chandrashekar Rao appointed him an advisor to the government on agriculture affairs, giving him Cabinet rank for a five-year term.

Chennamaneni Ramesh’s father, Rajeshwara Rao (1923–2016), was a communist leader, and his uncle, C. Vidyasagar Rao, was the Governor of Maharashtra.

Ramesh studied agriculture and earned his M.Sc. degree from Leipzig. In 1987, he completed his Ph.D. at Humboldt University in Berlin.

The High Court has now fined Ramesh ₹30 lakh for hiding his German citizenship. Out of this, ₹25 lakh must be paid to Congress MLA Adi Srinivas, who had earlier challenged Ramesh’s Indian citizenship, to cover legal expenses. The remaining ₹5 lakh must be paid to the High Court’s Legal Services Authority within a month.

Political Career Of Dr. Chennamaneni Ramesh

Chennamaneni Ramesh started his political journey in 2009 when he was elected as an MLA from the Vemulawada constituency, representing the Telugu Desam Party (TDP) in the Andhra Pradesh Legislative Assembly.

In 2010, he joined the Telangana Rashtra Samithi (TRS) and won a by-election the same year. He was re-elected as an MLA in the Telangana Legislative Assembly in 2014 and again in 2018.

Citizenship Issue

Ramesh moved to Germany in the 1990s for work and became a German citizen in 1993, surrendering his Indian passport. He returned to India in 2008 and reapplied for Indian citizenship, which was granted by the Ministry of Home Affairs (MHA).

In 2013, the Hyderabad High Court annulled Ramesh’s MLA position after his opponent, Adi Srinivas, accused him of submitting fake documents to regain Indian citizenship. Ramesh appealed to the Supreme Court and obtained a stay.

In December 2017, the Union government canceled his Indian citizenship, but the High Court asked the MHA to reconsider the matter based on Ramesh’s appeal. The MHA reaffirmed the cancellation in 2019 with a fresh order, but Ramesh secured a stay from the High Court. In August 2021, the High Court stated that a by-election would be needed if the charges about his German citizenship were proven.
