Kishore Kunal was a 1972 batch IPS officer from the Gujarat cadre. He served as the Senior Superintendent of Police in Patna from 1983 to 1984. During his career, he was appointed as the Officer on Special Duty (OSD) to handle the Ayodhya dispute under former Prime Ministers V.P. Singh and Chandra Shekhar.
As a writer, Kishore Kunal authored several books, with Ayodhya Revisited being his most notable work. He is also remembered for his progressive steps, including appointing over two dozen Dalit priests in major temples, including the renowned Mahavir Mandir in Patna.

Kishore Kunal (1950–2024) was a former Indian Police Service (IPS) officer from Bihar, India.
During his police career, he was appointed as the Officer on Special Duty (OSD) for the Ayodhya dispute by Prime Minister V.P. Singh. In this role, he worked as a mediator between the Vishwa Hindu Parishad (VHP) and the Babri Masjid Action Committee. He continued to serve in this position under Prime Ministers Chandra Shekhar and P.V. Narasimha Rao.
Early Life and Education
Kishore Kunal was born on August 10, 1950, in a Bhumihar Brahmin family in Baruraj village, Muzaffarpur district, Bihar. He completed his early schooling there and went on to study History and Sanskrit at Patna University, graduating in 1970. Later, he pursued a master’s degree in 1983, studying under renowned historians like R.S. Sharma and D.N. Jha.
Police Career & Role in Ayodhya Dispute
Kunal joined the Indian Police Service (IPS) in 1972 under the Gujarat cadre. He began his career as Superintendent of Police in Anand and later became Deputy Commissioner of Police in Ahmedabad by 1978. After completing his master’s degree, he served as Senior Superintendent of Police in Patna from 1983. Kunal voluntarily retired from the IPS in 2001.
After retiring, Kunal became the chairman of the Bihar State Board of Religious Trusts and worked as the secretary of the Mahavir Temple Trust in Patna. He was instrumental in improving healthcare for the underprivileged through Mahavir Arogya Sansthan. Additionally, he founded Gyan Niketan School in Patna.
In 1990, during Prime Minister V.P. Singh’s tenure, Kunal was appointed as Officer on Special Duty for the Ayodhya Cell to mediate the Ayodhya dispute. He facilitated evidence exchanges between the Vishva Hindu Parishad (VHP) and the Babri Masjid Action Committee (BMAC). Despite initial progress, negotiations stalled over disagreements. Later, Kunal analyzed and published the evidence in his book Ayodhya Revisited.
Awards
In 2008, Kunal received the Bhagwan Mahaveer Award for his work in community and social services. The award was presented by President Pratibha Patil, making him the first individual from Bihar-Jharkhand to receive it.
