The legislation is named in honor of Laken Riley, a University of Georgia student who was tragically murd&ered by an undocumented immigrant, José Antonio Ibarra, on February 22, 2024.

Laken Hope Riley was born on January 10, 2002, in Marietta, Georgia, to Jason Riley and Allyson Phillips. She had three siblings and was 22 years old at the time of her passing.
On February 22, 2024, Laken, a nursing student at Augusta University, was tragically kil&led while jogging near the University of Georgia (UGA) in Athens, Georgia.
Her body was discovered in Oconee Forest Park near Lake Herrick, and her cause of death was determined to be blunt force trauma and asphyxiation.
José Antonio Ibarra, a 26-year-old man from Venezuela who entered the U.S. illegally, was arrested by UGA police. He faced 10 charges and was found guilty on all counts on November 20, 2024.
Ibarra was sentenced to life in prison without the possibility of parole. Riley’s funeral took place on March 1, 2024, at Woodstock City Church. She was laid to rest at Enon Cemetery in Woodstock, Georgia.
